Es también la oportunidad para resaltar cómo América Latina y el Caribe (ALC) está <strong>posicionada para contribuir a la sostenibilidad ambiental y a la seguridad alimentaria regional y global</strong>, aportando alimentos inocuos, nutritivos, más asequibles y producidos de manera sostenible. </p> <p>El comercio internacional contribuye a la transformación de los sistemas alimentarios, conectándolos entre sí y coadyuvando a que sean más sostenibles. La contribución del comercio agroalimentario internacional se realiza a través de al menos <strong>7 roles o funciones fundamentales</strong>:</p> <ol> <li><strong>redistribuye</strong> la producción de alimentos, aumentando la cantidad y la calidad de productos en todas las regiones, consolidando así la seguridad alimentaria y nutricional a escala global; </li> <li>aumenta la <strong>variedad de los alimentos disponibles</strong>, expandiendo la frontera de elección de los consumidores y contribuyendo a diversificar sus dietas; </li> <li>mejora el <strong>acceso económico a los alimentos</strong> para las poblaciones más vulnerables, al actuar como estabilizador de precios; </li> <li>ayuda a enfrentar el <strong>hambre y la malnutrición</strong>;</li> <li>contribuye al consumo de <strong>alimentos seguros </strong>por medio del uso de estándares sanitarios en la producción interna y en los sistemas de distribución; </li> <li>crea oportunidades para mejorar la <strong>productividad agrícola </strong>y aumentar el <strong>ingreso </strong>de los agricultores, constituyéndose en un poderoso mecanismo para la difusión de tecnologías y mejores prácticas; asimismo, </li> <li>el movimiento de alimentos de las regiones superavitarias a las deficitarias, favorece la <strong>asignación eficiente de los recursos globales</strong>, incluyendo los naturales, contribuyendo a la mitigación y adaptación a las disrupciones de la oferta ocasionadas por razones climáticas.  </li> </ol> <table class="MsoTableGrid" style="width:100.0%; border-collapse:collapse; border:none" width="100%"> <tbody> <tr> <td style="border-bottom:4px solid #4472c4; width:100%; padding:0in 7px 0in 7px; border-top:4px solid #4472c4; border-right:none; border-left:none" valign="top"> <p align="center" style="text-align:center"><span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><i><span lang="ES" style="font-size:15.0pt" xml:lang="ES" xml:lang="ES"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="color:#3070b6">El comercio internacional contribuye a la transformación de los sistemas alimentarios, conectándolos entre sí y coadyuvando a que sean más sostenibles.</span></span></span></i></span></span></span></p> </td> </tr> </tbody> </table> <p>En este contexto, sobresale la <strong>importancia de la región en el comercio internacional</strong> agroalimentario. En efecto, las exportaciones agroalimentarias de ALC representan cerca del 14%   de las exportaciones de productos agroalimentarios del mundo y una cuarta parte de las exportaciones del total de bienes de la región. En ALC se localizan algunos de los principales países productores y exportadores netos de alimentos del mundo, proveedores claves de “despensas”, según lo evidencia el índice de exportaciones netas per cápita de alimentos (<a href="https://blog.iica.int/blog/vulnerabilidad-alimentaria-ante-covid-19" target="_blank" title="Blog Indice"><u>Arias, J. Chavarría, H y Salazar, E, 2020</u></a>).  Entre los exportadores netos destacan  Argentina, Brasil, Chile, Costa Rica, Ecuador Paraguay y Uruguay.  Particularmente por sus aportes a una nutrición sana,  se puede mencionar que ALC exporta una tercera parte de las frutas que produce y una cuarta parte de los vegetales .</p> <p>Es importante destacar que durante el 2020 las exportaciones agroalimentarias de ALC <strong>resistieron más el impacto generado por el COVID-19</strong> que las exportaciones totales de mercancías.  Según datos para un agregado de 17 países de la región, durante el 2020 las exportaciones agroalimentarias registraron un incremento del 2,7%, mientras que las exportaciones totales de mercancías mostraron una caída del 9,1% (<u><a href="https://blog.iica.int/blog/las-exportaciones-agroalimentarias-america-latina-caribe-crecen-27-durante-primer-ano-pandemia" target="_blank" title="Exportaaciones ALC">Salazar, E y Arias, J, 2021</a></u>).</p> <p>A pesar de la importancia del comercio agroalimentario y el rol que cumple a nivel mundial y regional, ALC no está exenta de <strong>desafíos</strong>: el 86% de las exportaciones agroalimentarias se destina a tan <strong>solo tres  mercados</strong> : Estados Unidos con un 23%, seguido por Asia oriental con un 19%, donde solo China acapara el 13%, y la Unión Europea con del 18%.  Asimismo, las exportaciones agroalimentarias de la ALC están concentradas en un <strong>número limitado de productos </strong>ya que el 51% del valor exportado se concentra en 10 productos, mientras el equivalente a nivel mundial es de 29% (<u><a href="https://cutt.ly/nz44g0J" target="_blank" title="ISPA2019">CEPAL, FAO e IICA, 2019</a></u>), y en su mayoría son productos con <strong>poco valor agregado</strong>. </p> <table class="MsoTableGrid" style="width:100.0%; border-collapse:collapse; border:none" width="100%"> <tbody> <tr> <td style="border-bottom:4px solid #4472c4; width:100%; padding:0in 7px 0in 7px; border-top:4px solid #4472c4; border-right:none; border-left:none" valign="top"> <p align="center" style="text-align:center"><span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><i><span lang="ES" style="font-size:15.0pt" xml:lang="ES" xml:lang="ES"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="color:#3070b6"><a href="https://blog.iica.int/blog/las-exportaciones-agroalimentarias-america-latina-caribe-crecen-27-durante-primer-ano-pandemia" style="color:#0563c1; text-decoration:underline">“Durante el 2020 las exportaciones agroalimentarias de ALC resistieron más el impacto generado por el COVID-19 que las exportaciones totales de mercancías: las exportaciones agroalimentarias aumentaron 2,7%, mientras que las exportaciones totales de mercancías mostraron una caída del 9,1%.</a></span></span></span></i></span></span></span></p> </td> </tr> </tbody> </table> <p>Este nivel de concentración del comercio en pocos destinos y productos plantea grandes desafíos para ALC, centrados en la <strong>necesidad de diversificar</strong> el comercio y <strong>cambiar las pautas de producción</strong>; pero, a la vez, presenta la oportunidad para incrementar la presencia de ALC en los mercados internacionales, incluido el mercado regional.  Con ello aumenta y se consolida la contribución de ALC al suministro de alimentos para el mundo, saludables, nutritivos, inocuos y producidos bajo una adecuada gestión ambiental, en un contexto de recuperación ante el COVID-19. También ALC está <strong>llamada a responder y aprovechar las tendencias de mediano y largo plazo</strong> de aumento de la demanda mundial de productos agroalimentarios, como consecuencia del crecimiento de la población;  el aumento de la urbanización;  el incremento en las exigencias de mejores estándares de sanidad, inocuidad y calidad de los productos; el crecimiento de las clases medias con mayor poder adquisitivo; y  la diversificación de las dietas para una mejor nutrición, entre otras tendencias que favorecen al comercio internacional.</p> <p>Para contribuir a la solución de estos desafíos y para potenciar el rol estratégico del comercio agroalimentario de ALC en el desarrollo y la trasformación de los sistemas alimentarios, los países pueden impulsar una serie de <strong>medidas de política comercial </strong>entre las que destacan: </p> <ol> <li>medidas que promuevan la<strong> liberalización del comercio</strong>, las cuales contribuyen a facilitar el abastecimiento y aumentan la disponibilidad, asequibilidad, y diversidad de alimentos y dietas, a la estabilización de las cantidades y precios en los mercados domésticos e internacionales y a generar opciones de negocios y empleo, </li> <li>medidas de <strong>facilitación del comercio</strong>, que ayuden a mejorar los tiempos de logística, la distribución de alimentos y la transparencia de los mercados, </li> <li><strong>medidas sanitarias, fitosanitarias y de calidad</strong> respaldadas científicamente y armonizadas internacionalmente, que favorecen una mayor disponibilidad de productos inocuos y mejoran la salud animal y vegetal, </li> <li>políticas comerciales en <strong>consonancia</strong> con los objetivos, las reglas, leyes y <strong>acuerdos medioambientales</strong>, las cuales pueden promover prácticas sostenibles, el acceso a tecnologías limpias y bienes ecológicos y pueden facilitar el aprovechamiento de nichos de mercados para productos sostenibles.</li> </ol> <table class="MsoTableGrid" style="width:100.0%; border-collapse:collapse; border:none" width="100%"> <tbody> <tr> <td style="border-bottom:4px solid #4472c4; width:100%; padding:0in 7px 0in 7px; border-top:4px solid #4472c4; border-right:none; border-left:none" valign="top"> <p align="center" style="text-align:center"><span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><i><span lang="ES" style="font-size:15.0pt" xml:lang="ES" xml:lang="ES"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="color:#3070b6">ALC debe continuar realizando esfuerzos para aprovechar mejor los más de 140 acuerdos comerciales preferenciales (ACP) firmados durante las dos últimas décadas, además de continuar con los procesos de integración comercial regional.</span></span></span></i></span></span></span></p> </td> </tr> </tbody> </table> <figure role="group" class="caption caption-img align-center"> <img alt="IICA en el comite de agricultura" data-entity-type="file" data-entity-uuid="47200d77-2a1b-4094-835c-ed380343cb0e" height="348" src="/sites/default/files/inline-images/20191011_084622_0.jpg" width="620" /> <figcaption><em><strong>Reunión del Comité de Agricultura de la OMC</strong></em></figcaption> </figure> <p> </p> <p><strong>Un espacio adicional</strong> a la Cumbre de las Naciones Unidas sobre Sistemas Alimentarios  que ALC puede aprovechar para posicionarse e impulsar acuerdos es la <u><a href="https://www.wto.org/spanish/thewto_s/minist_s/mc12_s/mc12_s.htm" target="_blank" title="CM12">Duodécima Conferencia Ministerial (CM12)</a></u>,  que tendrá lugar del 30 de noviembre al 3 de diciembre de 2021 en Ginebra (Suiza). Las medidas de política comercial recomendadas arriba pueden ser reforzadas, si los países participan proactivamente en los debates que se generan en el marco de la CM12, sobre la <strong>nueva reforma en el sistema multilateral de comercio </strong>con el fin de generar propuestas concretas en los <strong>siete temas prioritarios </strong>de negociación sobre agricultura:  la ayuda interna, el acceso a los mercados, la competencia de las exportaciones, las restricciones a la exportación, el algodón, la constitución de existencias públicas con fines de seguridad alimentaria y el mecanismo de salvaguardia especial propuesto.  </p> <p><strong>Otro espacio o área de trabajo </strong>se refiere a los esfuerzos que los países de ALC deberían continuar realizando para aprovechar mejor los más de 140 acuerdos comerciales preferenciales (ACP) firmados durante las dos últimas décadas, además de continuar con los procesos de <strong>integración comercial regional</strong> (<u><a href="https://cutt.ly/nz44g0J" target="_blank" title="ISPA2019">CEPAL, FAO e IICA, 2019</a></u>). </p> <p><strong>Finalmente</strong>, para que las empresas y organizaciones de productores de pequeña y mediana escala puedan aprovechar las oportunidades comerciales generadas a partir de acuerdos y negociaciones multilaterales y regionales, es recomendable poner especial atención al <strong>uso y fortalecimiento de los servicios provistos por  los programas de promoción comercial</strong>, entre los que destacan los vinculados a la identificación de oportunidades comerciales, al fortalecimiento de capacidades para exportar de las empresas y organizaciones de productores, incluido el cumplimiento de las normas y requisitos sanitarios y fitosanitarios, así como con la vinculación entre la oferta y la demanda, incluyendo nuevas tecnologías y medios electrónicos (<u><a href="https://repositorio.iica.int/handle/11324/11220" target="_blank" title="Anabel Gonzalez">IICA, 2020</a></u>).</p> <p><br /> <img alt="Daniel Rodriguez" data-entity-type="file" data-entity-uuid="c3b65916-fe60-41a1-8aef-5061eb72c3fb" height="166" src="/sites/default/files/inline-images/Foto%20Daniel%20Rodriguez.jpg" width="124" class="align-left" /></p> <p><em><strong>Daniel Rodríguez Sáenz</strong>, Gerente de Comercio Internacional e Integración Regional del Instituto Interamericano de Cooperación para la Agricultura  (IICA). Daniel cuenta con una maestría en Administración de Negocios con énfasis en Mercadeo y con una licenciatura en Ingeniería Agronómica con énfasis en Economía Agrícola de la Universidad de Costa Rica. Isaacson, well known as a talented historian and biographer, has written eloquently of Albert Einstein, Benjamin Franklin, Steve Jobs and Leonardo da Vinci. <em>The Code Breaker</em> points us toward a <strong>new frontier</strong>, focusing on “<strong>gene editing</strong> and the future of the human race.” </p> <figure role="group" class="caption caption-img align-right"> <img alt="Jennifer Doudna " data-entity-type="file" data-entity-uuid="7dcab73e-7751-4e43-b882-d609ad79d035" height="154" src="/sites/default/files/inline-images/Jennifer%20Doudna.jpg" width="154" /> <figcaption><em>Jennifer Doudna </em></figcaption> </figure> <p><em>The Code Breaker</em> chronicles the professional path of <strong>Nobel Prize winners</strong> Jennifer Doudna and Emmanuelle Charpentier who developed <strong>CRISPR </strong>into a practical, versatile <strong>gene-editing technology</strong>. CRISPR’s gene-editing “molecular machine” harnesses the precision of enzymes and RNA to accurately find and edit existing genes to achieve <strong>advantageous biological outcomes</strong>. It is a far different approach than inserting transgenic traits from one organism into another. (CRISPR is shorthand for “clustered regularly interspaced short palindromic repeats.”)</p> <p>On Friday, March 12, 2021, Washington Post reporter David Ignatius <u><a href="https://www.youtube.com/watch?v=cKHuuALENZk" target="_blank">interviewed both Dr. Doudna and Walter Isaacson</a></u>. Dr. Doudna made the point that CRISPR technology could be used to modify any type of cell, and it is “equally powerful as a tool for manipulating the genetic material in plants and so we have <strong>opportunities </strong>now in <strong>agriculture </strong>that were never available previously.”</p> <p>CRISPR’s <strong>impact </strong>on <strong>food</strong>, <strong>agriculture </strong>and global <strong>hunger </strong>could be <strong>substantial</strong>. Dr. Nina V. Fedoroff, Emeritus Evan Pugh Professor at Penn State University and the Senior Science Advisor at OFW Law, noted “<strong>CRISPR technology holds great potential for agriculture, increasing yields and helping crops adapt to climate change. It’s hard to see how they achieve that goal without embracing <strong>cutting-edge science</strong> at the heart of the <strong>food chain</strong>.</p> <p style="margin-bottom:10px">The Secretary General has selected Dr. <strong>Agnes Kalibata</strong>, President of the Alliance for a Green Revolution in Africa (<strong>AGRA</strong>), to lead the Food System Summit. Dr. Kalibata is an entomologist with a <strong>deep commitment to science</strong> and helping Africa grow itself out of poverty. The Secretary General’s selection of Kalibata also sends an important signal of what the Secretary General has in mind. </p> <p style="margin-bottom:10px">Founded in 2006, <u><a href="https://agra.org/news/wp-content/uploads/2021/03/Success-story-Rwanda.pdf" target="_blank">AGRA </a></u>is a <strong>farmer-centered, African-led</strong>, partnership-driven institution that is working to transform smallholder farming from a solitary subsistence struggle to a business that thrives. <strong>Agriculture </strong>accounts for a <strong>large percentage</strong> of the <strong>Gross Domestic Product</strong> in Africa and is the continent’s <strong>biggest employer</strong>. </p> <p style="margin-bottom:10px">The <strong>United States</strong> will have an important <strong>role </strong>to play at the <strong>FSS</strong>. President Biden has reaffirmed his commitment to the United Nations and other international bodies, including the North America Treaty Organization (NATO) and the World Health Organization. Under the leadership of Secretary Tom Vilsack, with input from the Agency for International Development (AID), the State Department and the White House Office of Science and Technology Policy, we can expect a <strong>strong commitment to eliminating hunger</strong> while protecting the <strong>environment </strong>and <strong>gender equality</strong>, consistent with the other SDGs.</p> <p style="margin-bottom:10px">In <strong>2018</strong>, the <strong>European Union Court of Justice</strong>, however, put a spotlight (some might say “target”) on <strong>CRISPR technology</strong>. The EU argued, broadly speaking, that CRISPR plant science applications be evaluated under the <strong>same regulatory framework </strong>as those GMO’s that rely on <strong>transgenic </strong>modification. Paradoxically, <strong>achieving </strong>these <strong>goals </strong>can be vastly <strong>facilitated </strong>using the newest <strong>CRISPR</strong>-based gene-editing techniques. </p> <p>In short, the FSS presents both <strong>risks and opportunities</strong> for <strong>American agriculture</strong>.
